Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
This brief puts the focus on the postharvest (PH) losses in Mozambique. According to the authors the glaring lack of data loss for major food commodities in Mozambique should move the government, development agencies, donors and research institutions to invest more on rigorous and systematic field-based studies to assess losses, and to identify matching loss mitigation innovations. The authors also assert that building local capacity and strengthening policy on PH will be of essence.
Vertical linkages occur among innovation platforms organized at different levels: community, district and national. Horizontal linkages occur among platforms situated at the same level (e.g. in multiple districts) to strengthen their bargaining position or for learning. This brief discusses ways to facilitate learning and problem solving across innovation platforms at different levels (vertical linkages) and between initiatives located at the same level (horizontal linkages). Las políticas de desarrollo rural han evolucionado considerablemente en América Latina. Durante los últimos 15 años, una de las principales áreas de énfasis ha sido el desarrollo de iniciativas que promuevan la formación de cadenas productivas en el sector agrícola en torno a unos productos estratégicos, los cuales generan economías rurales mucho más competitivas. En Colombia, el enfoque es novedoso, ya que se centra en el establecimiento de organizaciones de cadenas en el ámbito nacional y regional.
