Initialement portée par les acteurs de la conservation de la biodiversité, elle connaît depuis plusieurs années un déploiement dans les milieux agricoles. Si l’idée selon laquelle les fonctionnalités des écosystèmes sont déterminantes dans la production agricole n’est pas nouvelle, cette notion permet de mettre en évidence les nouveaux enjeux liés aux changements climatiques et aux besoins alimentaires croissants.
The global impacts of the climate crisis are becoming ever clearer, and natural resources and ecosystems are being depleted. Despite some progress, hunger and poverty persist, and inequalities are deepening. The world is realizing that unsustainable high external inputs and resource-intensive industrialized systems pose a real danger of biodiversity loss, increased greenhouse gas emissions, shortages of healthy food, and the impoverishment of dispossessed peasants around the world.
Even prior to COVID, there was a considerable push for food system transformation to achieve better nutrition and health as well as environmental and climate change outcomes. Recent years have seen a large number of high visibility and influential publications on food system transformation. Literature is emerging questioning the utility and scope of these analyses, particularly in terms of trade-offs among multiple objectives.

The government of Rwanda is promoting agricultural intensification focused on the production of a small number of targeted commodities as a central strategy to pursue the joint policy goals of economic growth, food security and livelihood development. The dominant approach to increase the productive capacity of the land, crops and animal resources has been through large-scale land consolidation, soil fertility management, and the intensive use of biotechnology and external inputs.
The Guide to Effective Collaborative Action is built on the foundation of 10 years' experience in transforming food and agricultural commodity systems by UNDP's Green Commodities Programme. However, the scope of the F2F extends beyond EPI, as it includes the integration of climate-related concerns into sectoral policies, for instance.
Agrifood systems are undergoing a transformation with the aim to provide safer, more affordable, and healthier diets for all, produced in a sustainable manner while delivering just and equitable livelihoods: a key to achieving the UN’s 2030 Agenda for Sustainable Development. Extension and advisory services (EAS) play a key role in facilitating innovation processes, empowering marginalized groups through capacity development, and linking farmers with markets. Advisory services are increasingly provided by a range of actors and funded from diverse sources. With the broadened scope of EAS and the growing complexity of the system, the quantitative performance indicators used in the past (e.g. related to investment, staffing or productivity) are not adequate anymore to understand whether the system is well-functioning.
