What can we learn from ongoing initiatives? There has been a lot of interest during the last two decades in employing Information and Communication Technologies (ICTs) for achieving development. While many of these initiatives have benefited rural women by way of access to new information and new employment opportunities, women still face a number of constraints in accessing ICTs. This paper explores the role of ICTs in empowering Indian rural women, through a review of ICT initiatives in India.
There is increasing policy, practice and academic interest in “inclusive innovation”. In theory, under the federal structure agricultural extension services can serve communities better as it aims to be client responsive and accountable to its consumers at the village level. However, poor understanding of federalism that has only recently emerged from the persisting centralized and feudal conceptions, limited practices of democratic norms and values primarily due to the lack of understanding of local governance, and limited commitment of political actors and policy makers to federalism, may derail the good intentions behind federalism.
