Grants for agricultural innovation are common but grant funds specifically targeted to smallholder farmers remain relatively rare. Nevertheless, they are receiving increasing recognition as a promising venue for agricultural innovation. They stimulate smallholders to experiment with improved practices, to become proactive and to engage with research and extension providers. The systematic review covered three modalities of disbursing these grants to smallholder farmers and their organisations: vouchers, competitive grants and farmer-led innovation support funds.
Boll guard I & II were introduced in 2002 and 2006 by Mahyco Monsanto with Genetic Engineering Appraisal Committee, Govt. of India. Indian cotton farmers adopted Bt hybrid cotton between 2002-2013 reaching 92% of the cotton area and 95% of the production, replacing conventional hybrids/ varieties of all the species in both rainfed and irrigated conditions. Bt hybrid cotton was presumed to produce record highest average productivities in India and other major cotton growing countries also in 2007 and 2012 with a decline after 2008 due to excess rains. Social learning in multi-actor innovation networks is increasingly considered an important precondition for addressing sustainability in regional development contexts. Social learning is seen as a means for enabling stakeholders to take advantage of the diversity in perspectives, interests and values for generating more sustainable practices and policies. Although more and more research is done on the meaning and manifestations of social learning, particularly in the context of natural resource management, little is known about the social dynamics in the process of social learning.
Explicitly integrating reflection in the learning process of multi-stakeholder processes (MSPs) increases the likelihood that purposeful change will occur. When reflectivity is made part of learning in MSPs, learning will become clearer and better articulated and it will contribute more strongly to purposeful change in a complex context. MSP facilitators should deliberately include reflective learning sessions and tools in the process design and implementation.
This paper argues that Dutch-funded capacity development projects in developing countries for tertiary agricultural education organisations as they are currently carried out are not able to successfully achieve the sustained changes required. That is, changes in how an organisation functions, its cultural norms and rules, and also in how it interacts within wider networks. Rather, long-term institutional change is needed.
This briefing considers the status, systems, instruments and institutions underpinning agricultural innovation and research for development (ARD) globally and in the ACP countires. It puts a strong emphasis on lessons learnt and opportunities for successful agricultural innovation, based on broad range of interventions at different levels of the agricultural value chain. It analyses participatory innovation processes to find more efficient and effective modes of agricultural research and technology development benefiting farmers and rural communities.
This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
This presentation, prepared for the Workshop "Policies to Enhance Agricultural Innovation and Productivity: Focus on China" - held in Beijing (24 October 2013), illustrates the multiple benefits of agriculture innovation, the importance of the policy environment, the research and development main features and trends and the ways for fostering national AIS.
To respond to threats of climate change, Benin has joined the international community in the development and implementation of climate policies.
The sector review includes seven chapters and one annex. This first chapter is an overview of agriculture, irrigation and the purpose and content of this report. The second chapter provides a review of the Bank s own strategy and priorities for irrigation and drainage within its portfolio of investments, from the time of its 2004 Strategy until the present. It also includes a short summary of key lessons learned in this sector.
