La recherche et le développement dans le secteur agricole et agroalimentaire sont de plus en plus interpellés dans leurs capacités à répondre à la demande sociale et à contribuer au développement durable ou à la lutte contre la pauvreté.
Global adoption of transgenic crops reached 67.7 million hectares in 2003 from 2.8 million in 1996. Delivery has occurred almost entirely through the private sector and adoption has been rapid in areas where the crops addressed serious production constraints and where farmers had access to the new technologies. Three countries (USA, Argentina and Canada), three crops (soybean, cotton and maize) and two traits (insect resistance and herbicide tolerance) account for the vast majority of global transgenic area.
This paper addresses four questions: · What lessons can be drawn from the "rise and decline" of NARS in Africa? · What can African research managers learn from some of the successful reforms of NARS in Asia and Latin America over the past 10 to 15 years? · What are the major challenges facing the NARS in the ASARECA region in the coming 10-20 years? · What are the critical reforms and the incentives needed to develop pluralistic, accountable, productive and financially self-sustaining NARS in AFRICA?
Recent studies in the literature examining impact of government seed price intervention on adoption of Bt cotton get different results depending on the specifics of the situation analyzed. According to one study, reduction in seed prices enables farmers to buy seeds at lower prices and this can result in surge of area sown under Bt cotton. The other view holds that seed price interventions have little impact on the adoption rates rather these interventions may adversely affect firms’ incentives to innovate. Which of the two views characterize adoption of Bt cotton in India?
L’agriculture est aujourd’hui interpellée par la société, qui exige bien plus qu’une simple production alimentaire : aliments de qualité, services environnementaux, insertion de populations marginalisées, revitalisation des territoires ruraux, habitabilité des milieux urbains, développement de productions énergétiques… Cette ouverture des futurs agricoles incite les acteurs ruraux à expérimenter de nouveaux systèmes de production et valorisation, faisant ainsi preuve de créativité et d’obstination pour exister face aux modèles de développement dominants.
How do the innovation platforms and facilitated networks currently deployed in the Global South help trigger dynamics of collaborative innovation that can be useful for the agroecological transition? What are the difficulties encountered and how can they be overcome? This chapter throws lights on these questions. The first part justifies the interest in studying the ecologisation of agriculture through the prism of collaborative innovation and of its paradoxes.
This chapter reports on the different functions fulfilled by existing mechanisms for supporting collective innovation in the agricultural and agrifood sectors in the countries of the Global South in order to identify the potential contributions the research community can make to strengthen them. The authors show that a variety of mechanisms are needed to create enabling conditions for innovation and to provide a step-by-step support to innovation communities, according to their capacities and learning needs.
Good agricultural practices (GAPs) are an indispensable tool for risk management due to the close relationship between agriculture and climate, as well as the climate variability currently being experienced. The implementation of these tools, however, involves fostering innovation, increasing knowledge and giving stakeholders, small producers in particular, a holistic view, so that they may improve their production systems, increase their resilience, and ensure their sustainability.
Las políticas públicas inclusivas requieren de cambios en el marco institucional y normativo; en las prácticas de cómo funcionan las instituciones; en la lógica de actuación de sus dirigentes y funcionarios; en los métodos de implementación de las políticas y programas; y en el enfoque de aterrizaje de las acciones.
La Red Agricultura G-20 ha sido una iniciativa conjunta del Instituto Interamericano de Cooperación para la Agricultura (IICA) y la Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación (SAGARPA) de México, de cara a la VII Cumbre del Grupo de los 20 (G20). El objetivo de esta red virtual fue vincular a estudiantes, académicos y el sector civil para que expresaran sus opiniones y analizaran a profundidad los temas de la agricultura con miras al encuentro de líderes del G20, celebrado en la ciudad mexicana de Los Cabos en junio de 2012.
