This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors. The prospect of this investigation is also to provide interesting and significant experiences that constitute examples for the ‘European Innovation Partnership’ by increasing farmers’ capacities to create, test, implement and evaluate innovations in cooperation with other rural actors.
The report synthesises the research conducted under the PRO AKIS project for the topic "Designing, implementing and maintaining agricultural/rural networks to enhance farmers’ ability to innovate in cooperation with other rural actors".
The present case study investigated a policy-induced agricultural innovation network in Brandenburg.
This report has the aim of contributing to the PRO AKIS overall goal of exploring and identifying the possibilities, conditions and requirements of rural networks to enhance the farmers’ ability to create, test, implement and evaluate innovation in cooperation with other actors.In particular, the report presents two cases: the Small Fruit Cluster (SFC) and the Drosophila Suzukii Monitoring (DSM) network. This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
The purposes of this course are to review the major reforms being considered internationally that aim to change the policy and institutional structure and operations of public sector agricultural extension systems, and to examine the advantages and disadvantages of each of these reforms as illustrated by the selected case studies. Aside from the introductory chapter, the course is organized into nine modules, which are conceived as part of a larger framework.
The agricultural innovation system can be strengthened by increasing the learning capacity of research and field organisations. Participatory methods were developed to study three dimensions of the capacity of such organisations in Nicaragua to access and analyse information, highly correlated to learning capacity – the individual routines of their professionals, the formal procedures of the organisation and the organisation's use of collaborative projects to strengthen core operations.
The present report is based on the authors' visits to Bolivia, Honduras and Nicaragua, during June-August 2004 in order to develop an initial understanding of innovation processes and identifying stakeholders working with national innovation processes. It also review the experiences of the invited Latin American participants in the 7th Global Conference of Competitiveness Institute (entitled "Building Innovative Clusters for Competitive Advantage") in September 2004 and finally presents suggestion for further activities.
