This paper investigates Innovation Systems Concepts and Principles starting with an historical perspective. Then it analyzes their application to Integrated Agricultural Research for Development (IAR4D) and makes a comparison between the traditional Research and Development Systems Approaches and the Innovation Systems Approach.

This reflects the belief that partnerships are important for solving complex problems, reducing costs and competition for the same resources, increasing efficiency and ownership, and ensuring greater accountability.
Dans plusieurs domaines des sciences sociales et humaines (éducation, communication, travail social, économie sociale, médecine communautaire, technologie rurale, et pratiques politiques et syndicales, entre autres), et même dans les sciences dites « dures », la recherche appartient de moins en moins à un monde à part de spécialistes éloignés du terrain. Ce type de recherches – recherche participative, recherche-action, recherche collaborative, recherche-formation – se caractérise par un processus de production des connaissances effectué de concert avec les acteurs de terrain.
Au Brésil, la diffusion du modèle de gestion intégrée des ressources en eau varie fortement selon l’environnement socio-territorial. Le Sud présente un dynamisme certain s’appuyant sur des initiatives locales. Les acteurs locaux sont organisés en comité de bassin et développent des actions pour améliorer la gestion des ressources. Dans le Nordeste, la marche vers ces nouveaux modes de gestion paraît difficile tant les inerties sociales et culturelles freinent un partage réel du pouvoir, des ressources et des coûts.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
The agricultural innovation system can be strengthened by increasing the learning capacity of research and field organisations. Participatory methods were developed to study three dimensions of the capacity of such organisations in Nicaragua to access and analyse information, highly correlated to learning capacity – the individual routines of their professionals, the formal procedures of the organisation and the organisation's use of collaborative projects to strengthen core operations.
The objective of this paper is to identify the possible role and opportunities for the private sector to participate with governments and farmers in developing and managing irrigation and drainage (I&D) infrastructure. Over the last 50 years, irrigated agriculture has been vital to meeting fast-rising food demand and has been key to poverty reduction. In the coming years the strong demographic demand for food is expected to continue, and intensified irrigated agriculture will have to provide close to 60 percent of the extra food.
This review's objectives were to examine the structure and performance of the agricultural research and extension systems (public and private) at the central and provincial levels, identify successes as well as constraints to improving the system s effectiveness for fostering innovation, and propose options for further policy and institutional development, drawing on lessons from international experience. The review focused principally on nonplantation crops, although its main recommendations apply across the agricultural sector.
