Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen Agricultural innovation systems (AIS) and to promote agricultural innovation and equitable growth. Over the past 25 years, Uganda has experienced sustained economic growth, supported by a prudent macroeconomic framework and propelled by consistent policy reforms. Annual Gross Domestic Product (GDP) growth averaged 7.4 percent in the 2000s, compared with 6.5 in the 1990s. Economic growth has enabled substantial poverty reduction, with the proportion of people living in poverty more than halving from 56 percent in the 1992 to 23.3 percent in 2009. However, welfare improvements have not been shared equally; there is increasing urban rural inequality and inequality between regions.
Both women and indigenous peoples face key barriers that limit their capacity to access and benefit from development projects. In a country like Peru where women and indigenous peoples represent a large share of the rural poor, integrating proactive measures into project design is crucial to reach these populations. The Peru Agricultural Research and Extension Program (INCAGRO) gave great emphasis to designing financing instruments that will give equitable opportunities to indigenous peoples and women's organizations.
