Though research on communication and innovation during the last decade brought better understanding on the innovation process, this has not influenced the underlying paradigm and practice of Extension and Advisory Services (EAS) in most countries. At the same time there have been few initiatives that tried to experiment with new ways of developing capacities for extension and innovation.
The article provides a conceptual framework and discusses research methods for analyzing pluralistic agricultural advisory services. The framework can also assist policy-makers in identifying reform options. It addresses the following question: Which forms of providing and financing agricultural advisory services work best in which situation? The framework ‘disentangles’ agricultural advisory services by distinguishing between (1) governance structures, (2) capacity, (3) management, and (4) advisory methods.
In an effort to raise incomes and increase resilience of smallholder farmers and their families in Feed the Future1 (FTF) countries, the United States Agency for International Development (USAID) funded the Developing Local Extension Capacity (DLEC) project. The New Extensionist is a global view of extension and advisory services (EAS) that reinvents and clearly articulates the role of EAS in the rapidly-changing rural context. The Policy Compendium for Rural Advisory Services (RAS) is a tool that contributes to filling the gap between the rural advisory services (RAS) policy environment and RAS efforts in the field. It helps direct decisions and facilitate successful policy processes and outcomes in extension and advisory services by making knowledge accessible, fostering synergies and promoting policy processes to improve RAS and rural development. It has two purposes.

A decline in public sector extension services in developing countries has led to an increasing emphasis on alternative extension approaches that are participatory, demand-driven, client-oriented, and farmer centered. One such approach is the volunteer farmer-trainer (VFT) approach, a form of farmer-to-farmer extension where VFTs host demonstration plots and share information on improved agricultural practices within their community. VFTs are trained by extension staff and they in turn train other farmers.
While education access has improved globally, gains are uneven, and development impacts driven by increases in education continue to be left on the table, especially in rural areas. Demand-driven extension and advisory services (EAS) – as a key institution educating rural people while providing agricultural advice and supplying inputs – have a critical role to play in bridging the education gap. This can help ensure that millions of young people successfully capitalise on opportunities in agriculture markets, as surveys in Rwanda and Uganda demonstrate.
The Unites States Agency for International Development (USAID) Feed the Future De-veloping Local Extension Capacity (DLEC) project conducted a three-country study on youth and EAS in Rwanda, Niger and Gua-temala. These case studies provided a land-scape analysis to inform actions to strengthen the inclusion of youth in EAS to improve their livelihoods and increase the effective-ness of EAS systems.
