This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. The services included are examples of capacity development initiatives that can be supported by UNDP or its partners. Additional UNDP resources on capacity development are listed at the end of the brochure.
This Guide to Evaluating Rural Extension has been developed by the Global Forum for Rural Advisory Services (GFRAS). The purpose is to support those involved in extension evaluation to choose how to conduct more comprehensive, rigorous, credible and useful evaluations. The Guide supports readers to understand different types of evaluation, to make decisions on what is most appropriate for their circumstances, and to access further sources of theoretical and practical information.
The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.
The Conceptual Background provides an in-depth analysis of the conceptual underpinnings and principles of the TAP Common Framework. It is also available in French and Spanish.
The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.
This guide is intended to assist facilitators in conducting a workshop with Extension and Advisory Service (EAS) providers for assessing their capacity needs. La «Note d'Orientation sur l'Opérationnalisation» récapitule brièvement les fondements conceptuels et les principes du Cadre commun de travail pour le renforcement des capacités des systèmes d'innovation agricole et fournit également un guide détaillé de l'opérationnalisation de l'approche à Double Entrée du renforcement des capacités (RC) pour les systèmes d'innovation agricole (SIA). Le document offre aussi une stratégie de suivi et d'évaluation ainsi qu'une Boîte à Outils d'outils sélectionnés qui peuvent être utiles aux différentes étapes du RC pour les SIA.
