The paper defines and explains the concept of gender equality in advisory services and discusses the opportunities that gender equality in RAS would potentially create for global and local food production, women’s economic empowerment, household food security and nutrition as well as the challenges in achieving this.
Rural advisory services (RAS) can play an important role in addressing gender inequalities. However, RAS programmes have often fallen short of expectations to design and implement relevant services to help rural women and men achieve food security and generate more income. This paper is based on an examination of a broad selection of existing literature on gender-sensitive RAS. It looks at gender-differentiated barriers in access to RAS and challenges of effectively targeting women family farmers when delivering these services.
This publication represents a synthesis of assessments of national agricultural innovation systems in countries of Central Asia, South Caucasus and Turkey. This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors. The prospect of this investigation is also to provide interesting and significant experiences that constitute examples for the ‘European Innovation Partnership’ by increasing farmers’ capacities to create, test, implement and evaluate innovations in cooperation with other rural actors.

However, these PSS and the way they operate are still poorly understood. In particular, how PSS can effectively respond to demands of heterogeneous farmers in contexts where small-scale agriculture increasingly needs to exploit value addition and adapt to market requirements.
A growing variety of public and private rural advisory services are available today, leading to increasingly pluralistic service systems (PSS) – in which advisory services are provided by different actors and funded from different sources. PSS have emerged in many countries as a response to a decline in public sector extension and the increasing demand for tailored, diverse and market-oriented services. Private companies, non-governmental organizations and producer organizations, today play more active roles alongside traditional public sector providers.
