The building of sustainable innovation capabilities in Africa requires an innovation system capable of producing, disseminating and using new knowledge. This paper assesses the process of constructing the National Innovation System (NIS) in Rwanda. It is posited that consensus on and acceptance of the concept of NIS among stakeholders is crucial in the early process of constructing an efficient and dynamic innovation system. Primary empirical data are presented for the case of Rwanda and analyzed in a regional context.
Technology and innovation are important in addressing complex problems in the agricultural sector in many developing communities. However, ways and mechanisms to integrate them in the agricultural sector are still a challenge due to the lack of clear pathways and trajectories. Value chains are seen as a strong policy instrument to increase profitability in the agricultural sector; there is also debate around whether value chains can be a potential option to organize technology and innovation trajectories in agriculture.
This paper examines how the different institutional innovations arising from various permutations of linkages and interactions of ARD organizations (national, international advanced agricultural research centres and universities) influenced the different outcomes in addressing identified ARD problems.
The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. La «Note d'Orientation sur l'Opérationnalisation» récapitule brièvement les fondements conceptuels et les principes du Cadre commun de travail pour le renforcement des capacités des systèmes d'innovation agricole et fournit également un guide détaillé de l'opérationnalisation de l'approche à Double Entrée du renforcement des capacités (RC) pour les systèmes d'innovation agricole (SIA). Le document offre aussi une stratégie de suivi et d'évaluation ainsi qu'une Boîte à Outils d'outils sélectionnés qui peuvent être utiles aux différentes étapes du RC pour les SIA.
Le volume «Fondements conceptuels» illustre les fondements conceptuels sous-tendant l’approche et l’opérationnalisation du renforcement des capacités (RC) des systèmes d'innovation agricole (SIA).
L'objectif du Cadre Commun de la TAP est de promouvoir une meilleure cohérence et un impact plus fort du RC en soutien aux SIA sous les tropiques. Développé en 2015 à travers un processus hautement participatif, il a été convenu que le Cadre devrait fournir des bases conceptuelles et des indications pratiques.

También ofrece una estrategia para el monitoreo y evaluación, así como una caja de herramientas que pueden ser útiles en las diferentes etapas del ciclo de DC para los SIA.

El objetivo del Marco Común de la TAP es promover una mayor coherencia y un mayor impacto del desarrollo de capacidades en apoyo a la innovación agrícola en los trópicos. El Marco Común fue desarrollado en el 2015 a través de un proceso altamente participativo, en el cual se acordó que el Marco debería proporcionar las bases conceptuales y una guía operativa.
