This is the first chapter of the book "Innovation platforms for agricultural development: Evaluating the mature innovation platforms landscape". It introduces the background, case study competition process, case study characterization and readers’ guide, and book outline. Characterization of the case studies includes their geographical spread, age and life stage of the platforms, and specific information on the multi-stakeholder processes, the content matter, platform support functions, and outcomes and impacts.
The Great Lakes region of Central Africa is an area abundant in hills, people and conflicts. Its high altitude and cooler climate make it ideal for agriculture. But soils have been exhausted, spare land is no longer available, and farm households in parts of this region rank among the most food insecure and malnourished on earth. Years of civil conflict have moreover paralyzed agricultural advisory and extension services and resulted in poor access to markets.
This case study zooms in on multi-stakeholder processes in the East and Central Africa (ECA) Action Area or Flagship that were launched on 20 May 2013 in Bukavu, DR Congo. The ECA Flagship encom-passes the Rwanda, DR Congo, Burundi, Uganda, Kenya and Ethiopia Action Sites. More specifically, the case study describes and reflects upon the first two years of CGIAR Humidtropics in DR Congo. aiming to outline the multi-stakeholder process as it unfolded and highlight lessons that can be learned from this.
An innovation platform is a space for learning and change. It is a group of individuals (who often represent organizations) with different backgrounds and interests: farmers, traders, food processors, researchers, government officials etc. The members come together to diagnose problems, identify opportunities and find ways to achieve their goals. They may design and implement activities as a platform, or coordinate activities by individual members. This brief explains what innovation platforms are and how they work, and it describes some of their advantages and limitations.
Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
Innovation platforms are advocated as a promising way to find solutions to complex problems, such as those in agriculture and natural resource management. As social, economic and environmental problems grow ever more complex, researchers need
to engage more actively with stakeholders such as farmers, development practitioners and policymakers to explore, design and implement solutions. Innovation platforms offer them an opportunity to do so.
Vertical linkages occur among innovation platforms organized at different levels: community, district and national. Horizontal linkages occur among platforms situated at the same level (e.g. in multiple districts) to strengthen their bargaining position or for learning. This brief discusses ways to facilitate learning and problem solving across innovation platforms at different levels (vertical linkages) and between initiatives located at the same level (horizontal linkages). A Training Workshop for Trainers in Results-Based Monitoring & Evaluation (RBM&E) was held at Adama from 02 to 05 July of 2012. This Workshop was jointly organized by the Oromia Bureau of Agriculture (OBoA) and Improving Productivity and Market Success (IPMS) project upon the request from OBoA. This is the 6th training workshop and it is part of the capacity building program that IPMS provided for the four regions where the project was operating and for federal MoA. Twenty two trainees (19 males and 3 females) have been trained with full attendance.
Upon a request from Jimma University, IPMS conducted four days Training of Trainers Workshop on Results-Based Monitoring & Evaluation to the University staff. The training workshop was organized jointly by the University and ILRI-IPMS from January 16-19, 2012 at the College of Agriculture and Veterinary Medicine campus, Jimma. Thirty one participants drawn from different departments (Animal Science, Economics, Accounting, Information Science, Statistics, Epidemiology, Management, Rural development & Agricultural extension etc.) have attended.
