The main purpose of this paper is to take stock of some of the most significant results emanating from The International Development Research Centre (IDRC)‐supported programmes, in recent years in the area of organizational capacity development, and feeding into the consultation process for the formulation of IDRC`s next Corporate Strategy Program Framework (CSPF) for the 2010‐2015 period.
Many capacity development (CD) programs and processes aim at long‐term sustainable change, which depends on seeing many smaller changes in at times almost invisible fields (rules, incentives, behaviours, power, coordination etc.). Yet, most evaluation processes of CD tend to focus on short‐term outputs focused on clearly visible changes.
This paper highlights lessons learned from the development of PAEPARD-supported consortia, which illustrate various impacts of brokerage. The preliminary conclusions and recommendations may appear obvious at first sight, but will be useful for informing the implementation of brokerage activities until PAEPARD activities come to an end in December 2017.
The paper takes a critical look at two key interventions identified to deliver the PAEPARD capacity strengthening strategy. Firstly, the training of a pool of agricultural innovation facilitators (AIF) to broker relations between relevant stakeholders for the consolidation of effective consortia. PAEPARD envisaged the role of AIF as to support both the face-to-face and virtual (via skype, email or social media) engagement of partners in capacity strengthening processes.
