This volume is an abstract of the Mekong Environmental Symposium 2013 held in Ho Chi Minh City, Vietnam, from March 5th - 7th, 2013. The Mekong Environmental Symposium 2013 has been organized by the German Aerospace Center (DLR) and the WISDOM Project, with aims to serve as an international platform for governmental decision-makers, scientists, and other organizations active in the Mekong context.

This regional workshop was designed to strengthen the capabilities of representatives of NIFUs for analyzing the situations of their NAIS, and to use their national experiences to identify strengths, weaknesses, and threats/challenges affecting seven key areas influencing development of NAIS, namely: (i) strategy/policy, (ii) institutional aspects, (iii) stakeholders, (iv) content, (v) people, (vi) infrastructure, and (vii) financial aspects. Possible solutions for the key weaknesses and threats /challenges were defined by participants.
Innovation in Vidzeme Planning Region is realized in the frame of National innovation system, the elements of which correspond to innovation and innovation system theories, and the best practices of which are applied in the most innovative countries of the world. Nevertheless, innovation in Vidzeme Planning Region is fragmented and is being introduced slowly, and its impact on economic development is faintly visible. It witnesses a problem, which was identified, analysed and its solutions searched by the authors.
