This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.

The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.

The Excellence in Higher Education for Liberian Development (EHELD) project funded by USAID aims to build regionally recognized and competitive academic Centers of Excellence (CoEs) that produce graduates who become leading professionals and entrepreneurs in the fields of agriculture and engineering in Liberia.
The Food and Enterprise Development (FED) Program for Liberia, a USAID-funded initiative, aims to help the government of Liberia and the country achieve food security — in terms of food availability, utilization, and accessibility — by building an indigenous incentive structure that assists a range of agricultural stakeholders to adopt commercial approaches. This incentive structure will be built upon improved technology for productivity and profitability, expanded and modernized input supply and extension systems, commercial production, marketing, and proc
