Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.

Agriculture is central to Ethiopian economy but its sustainable development faces enormous challenges. Low innovation capacity, low productivity, dwindling natural resources and climate change, small-scale subsistence farming, and low levels of market integration and value addition have all made agricultural development more complex. In spite of the decades of research and development efforts, the rate of growth for both crop and livestock productivity has remained low.
