Elle aborde ensuite certains éléments essentiels de l’établissement d’une culture de la concurrence. Idéalement, ce processus devrait tout d’abord consister en une « évaluation des besoins » dans différents domaines, qui permettra probablement de dresser une liste de mesures à hiérarchiser et à prendre.

This paper discusses issues related to support for capacity strengthening for agricultural research for development (ARD) by member countries of the European Initiative for Agricultural Research for Development. It summarises the findings of an analysis of the policies, programmes and projects in capacity strengthening for ARD of fourteen European countries. These policies, programmes and projects were previously examined in relation to a common set of criteria covering aspects of needs identification, design, implementation, assessment, documentation and sharing of information.
This guide on Monitoring, Evaluation and Learning was prepared under the project Capacity Development for Agricultural Innovation Systems (CDAIS), a global partnership (Agrinatura, FAO and eight pilot countries) that aims to strengthen the capacity of countries and key stakeholders to innovate in complex agricultural systems, thereby achieving improved rural livelihoods. CDAIS uses a continuous learning cycle approach to support national agricultural innovation systems in eight countries in Africa, in Asia and Central America.
Four types of scaling are discussed in this brief. The first two focus on ways individual technologies or interventions are taken to scale through platforms. The third is when a platform adjusts to address different scales. The fourth is when the innovation platform approach is replicated. This brief is part of the series of ‘practice briefs’ intended to help guide agricultural research practitioners who seek to support and implement innovation platforms.
This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector. It suggests a framework for analysing the role of governments in fostering increased innovation, with a view to helping to identify practical actions that governments could take to improve productivity growth, sustainable use of resources, and resilience to future market developments in national and global agriculture and agri-food systems.
Ce rapport présente l’évolution récente des Systèmes d'innovation agricole (SIA) et examine l’incidence d’une large gamme de politiques sur la création et la diffusion de l’innovation dans le secteur agricole et agroalimentaire. Il propose un cadre pour analyser le rôle des pouvoirs publics dans le renforcement de l’innovation, afin d’aider á identifier des actions concrètes pour améliorer la productivité, l’utilisation durable des ressources et la capacité des systèmes nationaux et mondiaux agricoles et agroalimentaire á s’adapter aux évolutions futures des marchés.
This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. Avec d’autres bailleurs de fonds, la banque recherche des moyens appropriés de collaborer avec les gouvernements africains pour les rendre mieux à même de mettre en oeuvre des programmes de développement sur tout le continent. Étant donné le caractère rural de la plupart des économies africaines et la concentration de pauvres dans les zones rurales, il est urgent de renforcer les capacités pour promouvoir le développement agricole.
