As part of the Capacity Development for Agricultural Innovation System Project (CDAIS) a Policy Dialogue process is being implemented in the 8 pilot countries.
The purposes of the Policy Dialogue is to contribute to the improvement of the process of development or implementation of policies that promote agricultural innovation through improved dialogue and interaction among key stakeholders and, ultimately to contribute to the enhancement of the enabling environment for agricultural innovation.
These guidelines have been elaborated by the CDAIS project to organize policy consultations at national level. In particular, they can be used by project teams (e.g. project managers, facilitators, policy consultants) for the planning of national policy dialogue events to discuss policy related issues emerged during the local consultations at innovation partnership level and require attention of national policy makers.

The experiences shared in this book of Conversations of Change capture the outcomes of three years’ work conducted by the eight CDAIS country teams from Angola, Bangladesh, Burkina Faso, Ethiopia, Guatemala, Honduras, Laos and Rwanda. Capacity building for integrating gender in research and development (R&D) on agricultural innovations often remains with organizing single gender training. Alternatively, it is often limited to hiring a gender specialist to allocate a small amount of her/his time to the project. This has proofed to be ineffective and a heavy burden for gender specialists. This success story presents an innovative approach to capacity development, which successfully changed agricultural researchers’ attitude to gender in Southeast Asia, with a specific focus in Vietnam.
The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.

The CDAIS Communication strategy for 2015-2018 aims to contribute to CDAIS project's core objective of making agricultural innovation systems more efficient and sustainable in meeting the demands of farmers, agribusiness and consumers. Rationale Documentation is a vital part of CDAIS project’ objective to test the theory of change in pilot countries because it will enable to record the process of capacity development in agricultural innovation systems. At the same time, documentation will help CDAIS in delivering on public information targets, complying with requirements of its main donor and provide material for communication for development.
