The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.
This publication provides a collection of papers, commentaries, expert opinions and reflections on state-of-the-art innovation systems thinking and approaches in agriculture. It is the direct output of a CTA and WUR/CoS-SIS collaboration which had its genesis in an expert consultation on ‘Innovation Systems: Towards Effective Strategies in support of Smallholder Farmers’.
The paper discusses the work force development (Wfd) tool that places explicit focus on three functional dimensions of Wfd policies and institutions: (a) strategy; (b) system oversight; and (c) service delivery. These Proceedings report on the second International Conference of the Convergence of Sciences (CoS) programme in Elmina (2009). The first International Conference was four years earlier in the same location, where it was discussed how to follow up on the findings of the first CoS Programme phase (entitled CoS1 running from 2001 to 2006). The Conference was intended to introduce the focus on “innovation systems”, and how to enhance these systems for smallholder farmers’ development.

This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.
Rural extension plays a significant and irreplaceable role in an innovation system that creates, designs, validates, and promotes new ideas, solutions, technologies, and forms of management focused on the resolution of problems and satisfaction of the needs of farmers and rural inhabitants and the organizations that represent them. In view of the above, this document presents proposals for making rural extension a key part of innovation systems focused on rural territorial development.
