The aim of this report is to provide a detailed review of documented social learning processes for climate changeand natural resource managementas described in peer-reviewed literature. Particular focus is on identifying (1) lessons and principles, (2) tools and approaches, (3) evaluation of social learning, as well as (4) concrete examples of impacts that social learning has contributed to.
This paper is the result of a joint effort of OECD/DAC and LenCD to assemble the critical messages about training and learning that are emerging from the current international scrutiny of training and capacity development. It synthesises current wisdom on the topic, and offers a sense of direction on where the debate is going, particularly in terms of approaches to capacity development interventions at country and field levels. Il illustre comment, dans un régime centralisé à parti unique encore réticent à reconnaître les droits et capacités des villageois et de la société civile à créer leurs propres organisations, il est possible de déboucher sur la construction de nouveaux communs.
Les démarches de développement local sont assez standardisées : à partir d'un diagnostic territorial, on met en oeuvre un appui technique et financier aux organisations locales, pour la réalisation de projets dont elles assureront la gestion. Mais les organisations locales sont de nature variée, toutes n'ont pas forcément envie de gérer les équipements qu'elles demandent ; ceux-ci sont plus ou moins complexes à gérer et certains relèvent des prérogatives communales. Enfin, le diagnostic initial dépend de la logique d'ensemble de l'action.
This note offers a conceptual framework for dealing with 1) institutional and capacity assessment; and 2) capacity development issues, mainly in the public sector areas. This framework will be particularly useful in the in the preparation of support to sector programmes and budget support exercises.
The paper discusses the work force development (Wfd) tool that places explicit focus on three functional dimensions of Wfd policies and institutions: (a) strategy; (b) system oversight; and (c) service delivery. Strategy refers to the alignment between workforce development and a country’s national goals for economic and social development. System oversight refers to the governance arrangements that shape the behaviors key stakeholders involved, including individuals, employers, and training providers.
This paper explores the use of actor-oriented approaches in natural resource-based development. It begins by reviewing the need to bring an analysis of actor linkages, coalitions and information flows higher on the agenda in planning, implementation, monitoring and evaluation. Various tools which could assist in doing this are introduced and their use is illustrated in case studies of natural resource-based research and development (R&D) projects in Nepal and Bangladesh.

Mené par Cités Unies France, le Gret, le Laboratoire Citoyennetés et plusieurs partenaires locaux de 2011 à 2014, Agora a couplé des phases de recherche, d’animation et d’apprentissage à la concertation entre les opérateurs, élus, agents de services techniques et usagers. Il se caractérise par la participation effective d’une équipe de chercheurs au dispositif de concertation.
This paper was presented at the Farmer First Revisited: 20 Years On conference at IDS, University of Sussex, UK, December 2007. Its focus is the challenge of strengthening agricultural innovation systems. The paper prefaces this discussion by reflecting on an apparent paradox. While agricultural innovation has never been better studied and understood, many of our ideas about innovation have failed to fundamentally change the institutional and policy setting of public and private investment intended to promote innovation for development.
This paper, part of the Social Sciences Working Paper Series, presents studies undertaken by nine community-based, natural resource management (CBNRM)-oriented organizations in China, Viet Nam, the Philippines and Mongolia. The partner organizations, representing three broad types: academic, regional network, and community based, were brought together by a 2006 initiative in an informal network to develop and pilot methods for evaluating capacity development in community-based natural resource management.
