This synthesis report presents the outputs of the workshop organised by CTA at its headquarters in Wageningen, The Netherlands, 15-17 July 2008. The outputs are presented in two main parts, each corresponding to one of the workshop objectives, and ends with a section on the way forward as suggested by the workshop participants. It also includes a first attempt to come to a consolidated generic framework on AIS performance indicators, based on the outputs of the different working groups.

This study considers what lessons might be learned from the cassava value chain in the context of CTA’s interest in the potentials of: digital financial services for agriculture, such as mobile payments for farmers’ products; other payment streams for financial inclusion of farmer; index based insurance services; digital services to support access to loans and credits. En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
Esta Política de Estado se sustenta en cuatro ejes temáticos, que hemos convenido en llamar los pilares de la política: a) competitividad; b) innovación y desarrollo tecnológico; c) gestión de los territorios rurales y agricultura familiar; y d) cambio climático y gestión agroambiental. Se adiciona un eje transversal, que indica los principales alineamientos institucionales que se implementarán para hacerla realidad.

Este informe inicia con un análisis de sector agropecuario hondureño y la revisión sobre el marco legal e institucional que rige al sector agrícola. Luego, se analiza por separado cada uno de los cuatro rubros de producción (café, cacao, ganadería y granos básicos) en cuanto a políticas, leyes e institucionalidad propia en los sectores priorizados por el MAP II (Programa Agroambiental Mesoamericano II).
