These advanced training materials have been produced to foster the capacity of practitioners from private, nongovernmental and public sectors on one hand, and academics and scientists on the other, to practically implement cost-efficient RWHI technologies and practices in arid and semi-arid areas. Therefore, these training materials intend to provide the required information to support proper planning, design and construction of cost-efficient RWHI technologies and practices, with special emphasis on the specific problems encountered in Ethiopia, Kenya, Mozambique and Zimbabwe.

Community-driven development (CDD) projects seek to empower communities, reduce poverty, and improve economic and social conditions of the poor, typically in rural and remote areas. This chapter examines processes to inform decision making and manage innovation at four generally defined levels of the innovation system for agriculture; policy, investment, organization, and intervention and also identifies methods relevant at each level for assessing, prioritizing, monitoring, and evaluating innovation processes so that practitioners have the information needed for decision making and for managing limited resources effectively.

On the basis of recent experience in the Netherlands, it outlines the success of brokers in finding solutions adapted to the needs of farmers and industry, and thus their positive impact on innovation adoption. This section also examines some issues on how brokers function, particularly with regard to balancing interests, funding their activities, and the role of government.
