This book contains a collection of papers that discuss the experience of an Agricultural Research for Development (AR4D) capacity building program in Papua New Guinea (PNG). This evaluation examined the support the European Commission’s DG for Development and International Cooperation (DEVCO) provided to Research and Innovation (R&I) in partner countries during the last EU budget period (2007-2013). The objectives of the evaluation were to provide an overall judgment on the extent to which the EU development co-operation policy has adopted a strategic approach to support R&I and whether the approach was appropriate to enhance capacity to reach development objectives.
The lessons and recommendations outlined in this paper were captured at a PAEPARD Capitalization Workshop with all partners, held in Cotonou, Benin, on 2-6 October 2017. The workshop was key to the overall evaluation of PAEPARD II, as it encouraged participants to analyse and reflect on their experiences of the AfricanEuropean MSP for ARD processes facilitated by PAEPARD over the last 7 years.
This paper discusses innovation in low and middle-income countries, focusing on the role it has played in local and national responses to the COVID-19 pandemic, and the lessons from this effort for how innovation might be harnessed to address wider development and humanitarian challenges by mobilising resources, improving processes, catalysing collaboration and encouraging creative and contextually grounded approaches. The paper also examines how international development and humanitarian organisations can improve their support for local and national innovation efforts.
Future technologies and systemic innovation are critical for the profound transformation the food system needs. These innovations range from food production, land use and emissions, all the way to improved diets and waste management. Here, we identify these technologies, assess their readiness and propose eight action points that could accelerate the transition towards a more sustainable food system. We argue that the speed of innovation could be significantly increased with the appropriate incentives, regulations and social licence.
This book documents a unique series of 19 case studies where agricultural biotechnologies were used to serve the needs of smallholders in developing countries. They cover different regions, production systems, species and underlying socio-economic conditions in the crop (seven case studies), livestock (seven) and aquaculture/fisheries (five) sectors. Most of the case studies involve a single crop, livestock or fish species and a single biotechnology.
Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.
