Successful cases of innovation invariably demonstrate a range of partnerships, alliances and network-like arrangements that connect together knowledge users, knowledge producers and others involved in enabling innovation in the market, policy and civil society arenas. With this comes the realisation that public agricultural research needs to strengthen links to a wider set of players from the private and civil society sectors and, of course, farmers themselves. Public agricultural extension services have traditionally played the role of linking farmers to technology.
This paper briefly analyse the genesis, development and change in public sector-led extension approaches in India showing its temporal pattern, emerging innovations in extension approaches and the way forward. There is renewed attention on the importance of advisory services and extension in rural development processes. This paper, based on the publication ‘Mobilizing the potential of rural and agricultural extension', focuses on five opportunities to mobilise the potential of extension and advisory services. The five areas are: (1) focusing on best-fit approaches; (2) embracing pluralism; (3) using participatory approaches; (4) developing capacity; and (5) ensuring long-term institutional support.
This paper reviews the current policies and programmes of EIARD members in relation to capacity development and makes recommendations on future directions. The main issues and recommendations will be incorporated into a policy brief in which specific policy options or guidelines will be presented. The goal of EIARDs strategy is to reduce poverty (i.e. MDGs); to promote economic growth, food security, and sustainable management of natural resources in developing & emerging economy countries and to contribute to global development issues and knowledge generation.
This paper uses household and key informant survey data from Ethiopia to: (1) understand the organizational structures that influence change in dairy production systems; (2) explore how local-level innovation system networks are functioning in the smallholder dairy production and (3) identify intervention points for strengthening innovation capacity. Results revealed that public sector actors are the major role players in the dairy production system despite their minor role in marketing linkages. We also found out that the private sector actors play peripheral roles in the network.
This presentation argues the need of green growth in agriculture, analyzes features of the innovation systems and ends with some policies practices. The presentation has been prepared for "Innovation and Modernising the Rural Economy", OECD’s 8th Rural Development Policy Conference, 3-5 October 2012 (Krasnoyarsk, Russian Federation).
