Ce document fait le bilan du projet de recherche-action Agora dédié au renforcement de la gouvernance de services publics dans des communes du Bénin, du Burkina Faso et du Mali. Mené par Cités Unies France, le Gret, le Laboratoire Citoyennetés et plusieurs partenaires locaux de 2011 à 2014, Agora a couplé des phases de recherche, d’animation et d’apprentissage à la concertation entre les opérateurs, élus, agents de services techniques et usagers. Il se caractérise par la participation effective d’une équipe de chercheurs au dispositif de concertation.
Cet étude se fonde sur une expérience récente du développement de filières commerciales approvisionnées par des forêts naturelles de bambou dans les montagnes de la province nord de Huaphan, au Laos. Il illustre comment, dans un régime centralisé à parti unique encore réticent à reconnaître les droits et capacités des villageois et de la société civile à créer leurs propres organisations, il est possible de déboucher sur la construction de nouveaux communs.
The study analyzes the current state of Agricultural Technical and Vocational Education and Training (ATVET) in Africa and presents its challenges and opportunities. A review of the ATVET in selected Sub-Saharan Africa countries shows that there are far too few training opportunities for young people and that often, the training offered does not match the needs of the private sector and of local administrations. Les démarches de développement local sont assez standardisées : à partir d'un diagnostic territorial, on met en oeuvre un appui technique et financier aux organisations locales, pour la réalisation de projets dont elles assureront la gestion. Mais les organisations locales sont de nature variée, toutes n'ont pas forcément envie de gérer les équipements qu'elles demandent ; ceux-ci sont plus ou moins complexes à gérer et certains relèvent des prérogatives communales. Enfin, le diagnostic initial dépend de la logique d'ensemble de l'action.

In this paper, was used a case study approach to investigate the patterns of employment and income generation in cotton and rice value chains in Senegal and Benin. The purpose of the paper is to provide a comprehensive description of both value chains in both countries, emphasizing export potential and innovation entry points with the goal of assessing capacity to generate income, create jobs, and bring about food security.
This paper presents findings of an explorative case study that looked at 22 organisations identified as fulfilling an intermediary role in the Kenyan agricultural sector. The results show that these organisations fulfill functions that are not limited to distribution of knowledge and putting it into use. The functions also include fostering integration and interaction among the diverse actors engaged in innovation networks and working on technological, organisational and institutional innovation.
Recent interest in inclusive innovation to serve base-of-the-pyramid markets has so far produced relatively little evidence about the role of policy. Drawing on cases from Kenya's mobile phone sector that have successfully scaled innovations to poor consumers, we suggest that policy-making is not only present, but can also have a significant role in shaping and supporting inclusive innovation systems. In these cases, inclusive innovation has been built upon a reinforcing circle of adaptive innovation, dynamic competition, and presence of innovation intermediaries within poor communities.
The purpose of this paper is to map some elements that can contribute to an IFAD strategy to stimulate and support pro-poor innovations. This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This publication forms part of the Regoverning Markets project.
