En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
El documento tiene como objetivo analizar los avances realizados por países de América Latina y el Caribe (ALC) en el fortalecimiento de la institucionalidad vinculada a la agricultura, el cambio climático y la seguridad alimentaria. El documento destaca iniciativas innovadoras, en ámbitos como la formulación de políticas, el desarrollo de marcos legales, el fomento de la investigación y la innovación, el desarrollo de mecanismos de financiamiento, y la gestión de riesgos climáticos, entre otros. CABI’s Plantwise programme runs local plant clinics in 24 countries across Africa, Asia and Latin America where trained ‘plant doctors’ provide on-the-spot diagnosis and advice for farmers who bring samples to the clinics. A database that records each consultation and shares knowledge across clinics and countries continually builds the ability of the programme to respond to farmers’ needs. The programme embodies key principles of an innovation systems approach.
Grants for agricultural innovation are common but grant funds specifically targeted to smallholder farmers remain relatively rare. Nevertheless, they are receiving increasing recognition as a promising venue for agricultural innovation. They stimulate smallholders to experiment with improved practices, to become proactive and to engage with research and extension providers. The systematic review covered three modalities of disbursing these grants to smallholder farmers and their organisations: vouchers, competitive grants and farmer-led innovation support funds.
En matière de semences, on oppose souvent un modèle orienté vers le business à un modèle orienté vers l’agriculture paysanne. This book documents a unique series of 19 case studies where agricultural biotechnologies were used to serve the needs of smallholders in developing countries. They cover different regions, production systems, species and underlying socio-economic conditions in the crop (seven case studies), livestock (seven) and aquaculture/fisheries (five) sectors. Most of the case studies involve a single crop, livestock or fish species and a single biotechnology.
This report is concerned with the ‘who?’ ‘what?’ and ‘how?’ of pro-poor extension. It builds on the analytical framework proposed in the Inception Report of the same study (Christoplos, Farrington and Kidd, 2001), taking it forward by fleshing out the analysis with empirical information gathered from several countries during the course of the study (from primary data in Bolivia, Colombia, Nicaragua, Uganda and Vietnam, and from secondary sources in a range of other countries, including India), and drawing conclusions on the scope for action by governments and donors in a range of contexts.
The purposes of this course are to review the major reforms being considered internationally that aim to change the policy and institutional structure and operations of public sector agricultural extension systems, and to examine the advantages and disadvantages of each of these reforms as illustrated by the selected case studies. Aside from the introductory chapter, the course is organized into nine modules, which are conceived as part of a larger framework.
This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems.
