Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
In the 90’s first steps were taken in Cuba to strengthen family farming. A participatory seeds breeding, multiplication and diffusion project started, a challenge to Cuban scientists, not used to involve farmers in the decision making process and recognizing them as equal partners. This project further evolved to become the Local Agricultural Innovation Programme, Spanish acronym PIAL (Programa de Innovación Agropecuaria Local).

The impressive performance of improved varieties of high-yielding, heat-tolerant wheat developed in Sudan has convinced Nigerian decision makers that a viable solution to their country’s growing dependence on wheat imports is domestic production – a policy shift that will protect Nigerians from the vagaries of global commodity markets and strengthen national food security. Afghanistan-ICARDA programs have field tested a range of rural development approaches and practices. Many of these are ripe for scaling-up at national level and can contribute to the EU-Afghanistan National Priority Programs (NPP) 2017-2021.

According to this document, new organizational arrangements which place the user of research central in the definition of research priorities and in uptake processes are required.
For smallholder agriculture to prosper and transform itself, access to rural services is essential. Rural services that enable smallholders to overcome constraints to increase their productivity, manage their farms as a sustainable business, link to inputs and outputs markets and act collectively to improve their livelihoods are a first line of action to reduce rural poverty. Undoubtedly, improving rural services has long been on the development agenda.
Inclusion is a key issue for Agricultural Research for Development (ARD). Development goals in and of themselves call for better livelihoods and opportunities for the less privileged actors working in agriculture. They also call for greater equity and balanced representation of the population at an institutional level. This brief focuses on how ARD processes can more sensitively address gender relations and youth issues. Women and young people have distinctive needs and interests which can be less visible within broader “Producer Organizations”, for example.
El presente estudio se basa en el análisis sobre la incorporación de los principios de actuación por los que ha de guiarse el Fondo Internacional de Desarrollo Agrícola (FIDA), en su labor con Pueblos Indígenas y Afrodescendientes. El Programa de Desarrollo Rural en la Costa Caribe de Nicaragua, NICARIBE, fue el proyecto de referencia para el análisis.
En este informe se describen las experiencias y enfoques de la constitución de cadenas agroalimentarias y se plantea la necesidad de desarrollar una nueva institucionalidad y formas de cooperación técnica para el fortalecimiento del sector agrícola y rural. Se espera que las cadenas agroalimentarias se constituyan en mecanismos de diálogo e instrumentos de gestión para la competitividad y la toma de decisiones según las demandas de los Estados Miembros del IICA.
