Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
In this paper the authors present the diagnosis and re-design of farm systems as part of an innovation process involving farmers and scientists to improve the sustainability of family farms in south Uruguay. Although were selected farms with a large variation in resource endowment, they shared the main critical points of sustainability: low productivity and deteriorated soil quality.
This document is about a session of the Second Global Conference on Agricultural Research for Development (GCARD2), which was held in Punta del Este, Uruguay, in 2012. The session focused on how to strengthen institutional capacities as well as multi-disciplinary and multi-organizational networking, including through improved policies, management practices, structures and incentives, so that institutions become more adaptive and responsive, as well as more effective in linking farmers, research, education, extension and development actors.
En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
El documento tiene como objetivo analizar los avances realizados por países de América Latina y el Caribe (ALC) en el fortalecimiento de la institucionalidad vinculada a la agricultura, el cambio climático y la seguridad alimentaria. El documento destaca iniciativas innovadoras, en ámbitos como la formulación de políticas, el desarrollo de marcos legales, el fomento de la investigación y la innovación, el desarrollo de mecanismos de financiamiento, y la gestión de riesgos climáticos, entre otros. This paper shows there is a fundamental significance of Social Learning to agricultural innovation, which can be operationalized by framing agricultural innovation as changes in understanding, practices and relationships. The use of Social Learning as a design framework supports the emergence of agricultural innovations that bring equitable benefits, are sustainable and are innovated in context.
These initiatives generated transformative and lasting results and contributed to the strengthening of local public policies and economic growth. Using very few resources and focusing on agroecological and inclusive production methods, these women have become role models in their communities and beyond. Empowered women can participate more actively in their communities and foster inclusive local policies that will ultimately drive more sustainable and just rural development.
Con el objetivo de generar insumos para las iniciativas TIC de las instituciones públicas para la agricultura y rescatar las experiencias y lecciones aprendidas de los países de America Latina y el Caribe que llevan la vanguardia en este tema, a mediados de 2010 el Centro de Análisis para la Agricultura (CAESPA) del IICA inició un proceso de identificación y análisis de los principales factores que retrasan o limitan el impacto de las TIC en esas instituciones.
This Breakout Session at the GCARD Second Global Conference on Agricultural Research for Development (Punta Del Este, Uruguay, 29 October – 1 November 2012)) sought to identify effective strategies for implementing innovation partnerships that improve the livelihoods of the poor on a large scale, including the gaining of evidence and understanding needed for that implementation.
The central question posed for this Breakout Sub-Session at the GCARD Second Global Conference on Agricultural Research for Development (Punta Del Este, Uruguay, 29 October – 1 November 2012) is "What role smallholder farmers now play and could play in meeting the future needs in food and nutrition security, poverty alleviation and sustainable management of natural resources?".
