TAP and its partners carried out regional surveys in Asia, Africa and Central America to assess priorities, capacities and needs in national agricultural innovation systems. This document provides a Regional synthesis report on capacity needs assessment for agricultural innovation in Africa. FARA was selected as Recipient Organization by FAO to facilitate TAP implementation in Africa. This is mainly due to its position as the umbrella organization bringing together and forming coalitions of major regional stakeholders in agricultural research and development.
In-depth analysis of the role and capacity development needs of farmers organization in innovation processes, using the evidence from a number of case studies from contemporary SSA agriculture. Experiences indicate that Farmers’organizations (FOs) can play an important role in sharing knowledge-for-innovation by initiating multi-actor platforms for interactive learning and by implementing joint activity programmes (including use of the media) with extension services on a cost-sharing basis.
West Africa’s smallholders are dynamic and innovative and, if given the opportunity, could easily and sustainably double or treble their productivity. This study was set out to describe the operation of the agricultural multi-stakeholder platforms and assess the impact of their activities on the production and revenue of the different beneficiaries. The required data was collected from 285 stakeholders using structured questionnaires. The econometric approach based on the Local Average Treatment effect (LATE) was used to identify the impact of the participation in the MSP activities on the revenue and yield of the producers
The OECD InDeF team developed a portfolio approach to innovation. A portfolio approach takes a balcony view on innovation which helps organizations align innovation processes, resources and performance with organizational objectives and enables them to track innovation with a view to scaling. Coached by the OECD team, Enabel colleagues in Benin, Morocco and Palestine piloted this portfolio approach by reviewing their current innovation supporting activities and investments against a set of key criteria.

The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.
