Los artículos reunidos en este volumen se basan en las ponencias presentadas por los expertos que participaron en el seminario internacional “Políticas para la agricultura en América Latina y el Caribe: competitividad, sostenibilidad e inclusión social”, realizado en la sede de la Comisión Económica para América Latina y el Caribe (CEPAL) en Santiago los días 6 y 7 de diciembre de 2011.
El documento tiene como objetivo analizar los avances realizados por países de América Latina y el Caribe (ALC) en el fortalecimiento de la institucionalidad vinculada a la agricultura, el cambio climático y la seguridad alimentaria. El documento destaca iniciativas innovadoras, en ámbitos como la formulación de políticas, el desarrollo de marcos legales, el fomento de la investigación y la innovación, el desarrollo de mecanismos de financiamiento, y la gestión de riesgos climáticos, entre otros. This publication provides a collection of papers, commentaries, expert opinions and reflections on state-of-the-art innovation systems thinking and approaches in agriculture. It is the direct output of a CTA and WUR/CoS-SIS collaboration which had its genesis in an expert consultation on ‘Innovation Systems: Towards Effective Strategies in support of Smallholder Farmers’.
Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.

This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This publication forms part of the Regoverning Markets project.

This book discusses innovation problems and opportunities for family farming in the different regions of the American continent, as well as the role of hemispheric, regional and national agrifood research systems. Likewise, it provides a description of the main innovation actions and projects promoted by IICA, and the main success cases over recent years.
En esta publicación, el IICA recopila las principales características de los servicios de extensión rural de nueve países latinoamericanos, presentadas en la cita efectuada en México, así como un repaso por dos redes regionales de investigación en esta área. Con este documento, el Instituto confía en aportar a sus Estados Miembros una herramienta valiosa para fortalecer el trabajo realizado por sus propias instituciones y extensionistas.
Little is known about effective ways to operationalize agricultural innovation processes. The authors of this article use the MasAgro program in Mexico (which aims to increase maize and wheat productivity, profitability and sustainability), and the experiences of middle level ‘hub managers’, to understand how innovation processes occur in heterogeneous and changing contexts. Their research shows how a program, that initially had a relatively narrow technology focus, evolved towards an innovation system approach.
