Con el objetivo de conocer aspectos relevantes que constituyen aprendizajes en el proceso de gestión del desarrollo local en el municipio Perico, provincia de Matanzas –Cuba–, se realizó un ejercicio de sistematización en el período 2013-2016. Para el análisis se tomó como guía las variables identificadas en el eje de «gestión para el desarrollo», en sus dimensiones productiva y cultural asociativa.
El objetivo del trabajo fue mostrar cómo el Sistema de Innovación Agrícola Local (SIAL) en el municipio Perico, provincia Matanzas, Cuba, pudo resolver desafíos productivos a partir de que se detectaron en la Plataforma Multiactoral de Gestión (PMG), lo cual se inició con la problemática de bajo rendimiento en la producción de Ipomoea batatas (boniato) en el polo productivo de La Angelina. Para ello se utilizaron diferentes métodos científicos y técnicas de investigación como: diagnósticos del contexto, encuestas, muestreos de suelo, entre otros.
Este trabajo tiene la intención de presentar la experiencia generada en las Mesas de Desarrollo Rural (MDR), sus antecedentes y su contexto. Developing regions' food system has transformed rapidly in the past several decades. The food system is the dendritic cluster of R&D value chains, and the value chains linking input suppliers to farmers, and farmers upstream to wholesalers and processors midstream, to retailers then consumers downstream. This study analyze the transformation in terms of these value chains' structure and conduct, and the effects of changes in those on its performance in terms of impacts on consumers and farmers, as well as the efficiency of and waste in the overall chain.
Sustainability is becoming a pivotal guide for driving the governance strategies of value chains. Sustainable policy should have as its objective the perpetuation of production models over time to maintain its environmental, economic and social dimensions. Therefore, measuring the sustainability of a production system is fundamental to deepening the understanding of ongoing trends, considering the pressure exerted by agricultural policies, market dynamics and innovations introduced in the production system.
The interactions between bottom-up initiatives and top-down structures in the implementation of regional development policies and projects are complex in theoretical and practical terms. Using concepts such as transformative social innovation, adaptive governance, and bridging institutions, we developed an analytical framework to enhance understanding of the processes by which local top-down and bottom-up forces enhance sustainable rural development by co-developing bottom-linked governance.
