This paper assesses how institutional interactions can strengthen effectiveness, by focusing on three multi-stakeholder partnerships for renewable energy. Based on an expert survey and semi-structured interviews, the study provides both theoretical and empirical contributions to understanding institutional interactions in relation to effectiveness. Despite the key role of actor networks in progressing new sustainable technologies, there is a shortage of conceptual knowledge on how policy can help strengthen collaborative practices in such networks. The objective of this paper is to analyze the roles of such policies – so-called network management – throughout the entire technological development processes.

A lo largo de su historia, los servicios de Extensión y Asistencia Técnica en América Latina y el Caribe han sido un instrumento focalizado, mayormente, hacia la pequeña agricultura como una forma de mejorar las condiciones de vida en el entorno rural y llevar tecnologías (conocimientos) que sirvan no solo para aumentar la productividad, sino que devengan en un motor del desarrollo y un medio para alcanzar la seguridad alimentaria.
Este documento dentifica y tipifica diferentes estrategias y mecanismos innovadores que han sido aplicados en distintos escenarios para aumentar la cobertura y facilitar el acceso de los agricultores familiares a esos servicios, los que pueden servir de referencia para otras iniciativas que se quieran impulsar en ese sentido, bien sea para mejorar la calidad y eficiencia, o para aumentar la oferta de esos servicios.
