Atentos a la dinámica que han seguido los mercados internacionales de productos agrícolas, y con el interés de contribuir al debate, al análisis y a la toma de decisiones informadas para hacer frente al complejo problema de la volatilidad de precios, nos complace presentar este primer número del Boletín interinstitucional CEPAL-FAOIICA, que forma parte de la iniciativa que nuestras instituciones vienen emprendiendo desde 2009 para elaborar, cada año, una publicación sobre las perspectivas de la agricultura y el desarrollo rural en América Latina y el Caribe.
In light of recent trends in international agricultural markets, and in the interest of analyzing, contributing to discussions of and making informed decisions on how to address the complex problem of price volatility, we are pleased to present this first issue of the ECLAC-FAO-IICA Bulletin, prepared within the framework of an initiative launched by our institutions in 2009 calling for the annual publication of a document on the state of and outlook for agriculture and rural life in Latin America and the Caribbean.

This study reports on the contribution of farmer– to-farmer video-mediated group learning to capital assets building of women in resource-poor households. Data were collected using structured interviews with 140 randomly selected women in 28 video villages and 40 women in four control villages in north-west Bangladesh. Video-mediated group learning enhanced women’s ability to apply and experiment with seed technologies. It also stimulated reciprocal sharing of new knowledge and skills between them, other farmers and service providers.
Most cocoa farmers in Ghana do not adopt research recommendations because they cannot afford the cost, therefore, yields are low. Integrated pest management (IPM) technologies that rely on low external inputs were tried with a group of farmers. The technologies included using aqueous neem seed extracts to control capsids; removing diseased pods to reduce blackpod incidence; controlling mistletoes, epiphytes, weeds; and managing shade. Although yields increased significantly, adoption was constrained by technical, social and economic factors.
This paper looks at brokerage functions in a project on building innovation capacity through improved networking. Innovation capacity influences how actors respond to changes in their environments. In such dynamic environments well connected sets of actors are at an advantage in that they can combine skills to address the emerging opportunities and challenges. However, policy and cultural barriers especially in African innovation systems raise the transaction costs of networking leading to weak connectivity among actors thus poor innovation capacity.
This article presents a different dimension of the innovation systems approach, going beyond analysis and shedding light on how these processes can be facilitated in practice. This is based on 20 years' experience with innovations systems. The focus is on the role of facilitation in triggering the changes, as well as in integrating learning and knowledge management (KM) in the innovation process.
Papa Andina began as a regional research program focusing on the Andean potato sectors of Bolivia, Ecuador and Peru, but later shifted its focus to facilitating pro-poor innovation. To accomplish this shift, a number of approaches were developed to foster innovation, by facilitating mutual learning and collective action among individuals and groups with differing, often conflicting, interests.
El documento que presentamos fue pensado para que los técnicos, asesores, formadores, gestores, capacitadores, coordinadores o líderes, tanto de organizaciones rurales y asociaciones de productores, como de agencias de desarrollo –gubernamentales o de la sociedad civil― cuenten con un instrumento de apoyo para desarrollar unidades pequeñas de producción y de servicios rurales en una región parcular.
El objetivo del proyecto es contribuir al fortalecimiento de la institucionalidad relacionada con el desarrollo de las capacidades agroempresariales y organizativas de los productores y agroempresarios para vincularse de manera rentable, sostenible y competitiva al mercado en Ecuador, Guatemala y Paraguay
