Las consecuencias de las políticas económicas de liberalización económica y disminución de las capacidades estatales en todo lo referente a la cuestión agraria fueron - entre otras - la invisibilización y el empobrecimiento de cientos de miles de familias de agricultores/as. En simultáneo, la ausencia de políticas públicas específicas para la agricultura familiar ha sido una de las características de los gobiernos hasta bien entrada la primera década del siglo XXI.
Invasive species such as Ambrosia (an annual weed) pose a biosecurity risk whose management depends on the knowledge, attitudes and practices of many stakeholders. It can therefore be considered a complex policy and risk governance problem. Complex policy problems are characterised by high uncertainty, multiple dimensions, interactions across different spatial and policy levels, and the involvement of a multitude of actors and organisations. This paper provides a conceptual framework for analysing the multi-level and multi-actor dimensions of Ambrosia management.
A complex systems approach to innovation provides rich insights into the drivers, barriers, and key elements for innovation in rural systems. Through a case study of dry direct seeding (DDS) in smallholder systems in Laos, this article reveals a “perfect storm” of challenges and opportunities resulting in rapid adoption. Labour shortage, climate variability, and machinery availability are key factors.
Participatory forest management is credited for supporting social learning processes and fostering capacity of forest users for collaboration and collective actions. Despite more than a decade of practice, the empirical evidence substantiating the contribution of participatory management for the capacity development of forest users is scarce. This study assesses a participatory forest management program in Madhupur Sal forest, Bangladesh, by comparing the capacity of de-facto groups of participants and nonparticipants and identifies factors that influence the capacity development.
This article presents a multi-stakeholder framework for intervening in root, tuber, and banana seed systems and in other VPCs. These crops are reproduced not with true seed but with vegetative planting material (e.g., roots,tubers, vines, stems, and suckers), called “seed” in this article. Seed systems for VPCs need to be designed differently than those for true seed, and coordination among stakeholders in seed systems is crucial
Agricultural policies in sub-Saharan Africa have paid insufficient attention to sustainable intensification. In Uganda, agricultural productivity has stagnated with aggregate increases in crop production being attributed to expansion of cultivated land area. To enhance sustainable crop intensification, the Ugandan Government collaborated with stakeholders to develop agricultural policies using an evidence-based approach. Previously, evidence-based decision-making tended to focus on the evidence base rather than evidence and its interactions within the broader policy context.
This paper documents wages and working conditions for landless female and male agricultural labourers in Morocco. We found that higher-paid equipment-intensive tasks were predominantly assigned to men whereas women often performed lower-paid, time-intensive tasks. Women were systematically paid less than men even when they performed the same tasks. Enforcing existing legislation in Morocco to ensure equal pay for women is an essential first step towards enabling women to benefit equitably with men from their agricultural labour contributions.
Les relations entre, d’une part, la nature des droits et la disponibilité d’un titre de propriété, d’autre part, la stimulation du marché foncier, l’investissement ou la productivité des facteurs, restent objets de débats. Cette relation est explorée dans le cas de la politique foncière algérienne qui en 1983 ouvre la voie à la privatisation des terres du domaine privé de l’État. Cet article discute l’impact de cette politique en termes de marchandisation et d’usage productif de la terre, sur la base d’une enquête conduite dans la wilaya de Laghouat.
