The success of multi-stakeholder ARD (Agricultural Research for Development) partnerships is often attributed to stakeholder interaction and knowledge exchange, collective learning and establishment of mutual trust between the partners involved. Achieving these outcomes depends very much on the leadership of the partnership, and how this leadership relates to partnership facilitation and also project coordination and/or management. This brief explores the different skills and attitudes required by leaders of ARD partnerships, and how these relate to different contexts.
The purpose of this brief is to open up a conversation on this topic, to draw in a wider set of perspectives, and to explore collaboration opportunities. Science and technology (S&T) are major contributors to food security, poverty reduction, and economic growth, as has been proven in Asia since the early-1970s through the Green Revolution in agriculture. Continuing to secure such gains, however, is becoming an increasingly complex undertaking. More than ever, quantitative data are vital for measuring, monitoring, and benchmarking the performance of agricultural S&T systems, including their inputs and outcomes.
In 2011, the Platform for African European Partnership on Agricultural Research for Development (PAEPARD) launched the Users-led Process (ULP) to better articulate users’ needs in a multi-stakeholder research and innovation (R&I) partnership. The ULP comprises six critical steps: (1) Identification of a federating theme; (2) Desk review; (3) Introduction workshop; (4) Multi-stakeholder research question inception workshop; (5) Concept note development; (6) Full proposal development.
Agricultural development interventions tend to favour men. Women do most of the work and receive fewer benefits. A starting point is to assess gender capacities to give momentum to the implementation of strategic interventions responding to the needs of both men and women. The gender capacity assessment tool is participatory; the process can be seen as a gender sensitization activity for partners; it helps to generate useful data for M&E of gender capacity development interventions; It provides the opportunity to design a strategic gender capacity development intervention.
A range of approaches and financial instruments have been used to stimulate and support innovation in agriculture and resolve interlocking constraints for uptake at scale. These include innovation platforms, results-based payments, value chain approaches, grants and prizes, incubators, participatory work with farmer networks, and many more.
Members of the Pan-Africa Bean Research Alliance were working to improve their capacity in planning and management through the introduction of participatory monitoring and evaluation (PM&E) systems to national agricultural research and extension institutes (NARES) and their partners in Eastern and Southern Africa. The national bean programmes within NARES in six countries had been successful in institutionalising PM&E and in encouraging partners involved in the dissemination of bean technologies to incorporate PM&E systems in their projects.

En Colombia, el enfoque es novedoso, ya que se centra en el establecimiento de organizaciones de cadenas en el ámbito nacional y regional.
