Rwanda has experienced significant economic growth following the 1994 Genocide. This growth is attributed to the expansion of its agricultural sector, specifically farming intensification and the government’s focus on creating strong agriculture cooperatives. While Rwanda’s economic development has been impressive, many academics have argued that Rwanda’s growth comes at the cost of an authoritarian governmental regime, whose policies have too heavy a hand in the daily activities of smallholder farming.

Implementation is the final stage of the capacity development (CD) for agricultural innovation systems (AIS) cycle of the TAP Common Framework. The Cycle consists of five stages:1.Galvanizing Commitment, 2.Visioning, 3.Capacity Needs Assessment, 4.CD Strategy Development and 5.Implementation. The implementation phase builds on the previous realization of a CD strategy, including an action plan, based on the results of a capacity needs assessment. Those individuals or organizations who assume responsibility for a certain activity will be in charge of implementing the plan.
The design of capacity development interventions is a crucial phase in the capacity development (CD) for agricultural innovation systems (AIS) cycle of the TAP Common Framework. Intervention planning follows from and builds on the visioning exercises and needs assessments carried out beforehand. Options for CD interventions will depend on the country context, ongoing programmes and funding opportunities. The Outcome mapping factsheet provides a series of steps to gather information on the outcomes of the process initiated by capacity development for agricultural innovation. This tool provides an overview of the outcome mapping methodology used for planning and assessing projects/programmes oriented towards change and social transformation. A simplified version (three stages and 10 steps) is proposed, based on the original IDRC methodology and experiences from the application in the CDAIS project.
