ICTs as enablers of agricultural innovation systems

Research, extension, and advisory services are some of the most knowledge-intensive elements of agricultural innovation systems. They are also among the heaviest users of information communication technologies (ICTs). This module introduces ICT developments in the wider innovation and knowledge systems as well as explores drivers of ICT use in research and extension.

What are innovation platforms?

An innovation platform is a space for learning and change. It is a group of individuals (who often represent organizations) with different backgrounds and interests: farmers, traders, food processors, researchers, government officials etc. The members come together to diagnose problems, identify opportunities and find ways to achieve their goals. They may design and implement activities as a platform, or coordinate activities by individual members. This brief explains what innovation platforms are and how they work, and it describes some of their advantages and limitations.

Developing innovation capacity through innovation platforms

One of the most important things that innovation platforms do is to build the capacity of their members to innovate. Some key elements of innovation capacity include: self-organization, learning new skills, changing mindsets, valuing others’ roles in innovation, having a holistic view, being able to adapt to changing situations, creating new ideas, recognizing opportunities, being proactive, using indigenous ideas, and looking to the future. This brief uses the analogy of a traditional African cooking pot to explain how innovation capacity is developed within an innovation platform.

Eco-efficiency and agricultural innovation systems in developing countries: Evidence from macro-level analysis

 This study explores the properties of innovation systems and their contribution to increased eco-efficiency in agriculture. Using aggregate data and econometric methods, the eco-efficiency of 79 countries was computed and a range of factors relating to research, extension, business and policy was examined. Despite data limitations, the analysis produced some interesting insights. For instance public research spending has a positive significant effect for emerging economies, while no statistically significant effect was found for foreign aid for research.

Is aid to agricultural innovation a priority for the international community?

While the Agricultural Science and Technology Indicators (ASTI) initiative provides data and analysis of domestic public and private spending on agricultural research and development for a wide range of developing countries, the literature pays little attention, if any, to foreign assistance to agricultural, fishing and forestry research and agricultural extension. The objective of the present study is to fill this gap.
