Rationale Documentation is a vital part of CDAIS project’ objective to test the theory of change in pilot countries because it will enable to record the process of capacity development in agricultural innovation systems. At the same time, documentation will help CDAIS in delivering on public information targets, complying with requirements of its main donor and provide material for communication for development.
Implementation is the final stage of the capacity development (CD) for agricultural innovation systems (AIS) cycle of the TAP Common Framework. The Cycle consists of five stages:1.Galvanizing Commitment, 2.Visioning, 3.Capacity Needs Assessment, 4.CD Strategy Development and 5.Implementation. The implementation phase builds on the previous realization of a CD strategy, including an action plan, based on the results of a capacity needs assessment. Those individuals or organizations who assume responsibility for a certain activity will be in charge of implementing the plan.
The overall objective of this research was to undertake a rapid milk value chain analysis toward identifying innovation opportunitiesto boost the milk production in Rwanda. This document intends to provide an analysis of the outcomes of the application of the TAP Common Framework in the eight countries of the Capacity Development for Agricultural Innovation Systems (CDAIS) project. The TAP Common Framework (TAP CF) was developed at the global level as an initial activity of the CDAIS project in order to guide capacity development (CD) and strengthening of Agricultural Innovation Systems (AIS). The paper discusses the work force development (Wfd) tool that places explicit focus on three functional dimensions of Wfd policies and institutions: (a) strategy; (b) system oversight; and (c) service delivery. Strategy refers to the alignment between workforce development and a country’s national goals for economic and social development. System oversight refers to the governance arrangements that shape the behaviors key stakeholders involved, including individuals, employers, and training providers.
This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.
Innovation system approach offers an holistic, multidisciplinary and comprehensive framework for analyzing innovation process, the roles of science and technology actors and their interactions, emphazing on wider stakeholder participation, linkages and institutional context of innovation and processes.
