The lessons and recommendations outlined in this paper were captured at a PAEPARD Capitalization Workshop with all partners, held in Cotonou, Benin, on 2-6 October 2017. The workshop was key to the overall evaluation of PAEPARD II, as it encouraged participants to analyse and reflect on their experiences of the AfricanEuropean MSP for ARD processes facilitated by PAEPARD over the last 7 years.

Addressing 21st century development challenges requires investments in innovation, including the use of new approaches and technologies. Currently, many development organisations prioritise investments in isolated innovation pilots that leverage a specific approach or technology rather than pursuing a strategic approach to expand the organisation's toolbox with innovations that have proven their comparative advantage over what is currently used.
Mission-Oriented Innovation Policies (MOIPs) are one approach that can advance the required transformations. As our colleague Philippe Larrue noted in a 2021 paper, MOIPs are "a co-ordinated package of policy and regulatory measures tailored specifically to mobilise science, technology and innovation in order to address well-defined objectives related to a societal challenge, in a defined timeframe".
Argentine agriculture has undergone significant transformations over the past three decades. After a long period of stagnant production and productivity, starting in the early 1970s, a number of independent but interconnected events fostered a new technological cycle that induced rapid growth in cereals and oilseeds production. Zero tillage and the introduction of genetically modified soybean varieties were key elements of this change. Argentina reached a leading position across agricultural commodity markets.
