This paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, discusses the FutureDairy project, which is developing more productive forage and feeding systems and testing technical innovations such as robotic milking in Australian pasture based dairy systems.

Ethiopian needs to achieve accelerated agricultural development along a sustainable commercialization path to alleviate poverty and ensure overall national development. In this regard, sustainable commercial of smallholder dairying provides a viable and growing opportunity; with deliberate, appropriate and sustained policy support. A recent empirical analysis concludes however, that Ethiopian smallholder dairy sub-sector has not been able to take-off despite decades of development interventions.
The IPMS project proposes to ‘contribute to improved agricultural productivity and production through market-oriented agricultural development, as a means for achieving improved and sustainable livelihoods for the rural population’ in Ethiopia. This paper develops a quantitative, graph-theoretic method for analysing systems of institutions. With an application to the agricultural innovation system of Azerbaijan, the method is illustrated in detail. An assessment of existing institutional linkages in the system suggests that efforts should be placed on the development of intermediary institutions to facilitate quick and effective flow of knowledge between the public and the private components of the system.
