Although much has been written on how to implement and facilitate innovation platforms efficiently, few studies support ex-ante appraisal of when and for what purpose innovation platforms provide an appropriate mechanism for achieving development outcomes, and what kinds of human and financial resource investments and enabling environments are required. Without these insights, innovation platforms run the risk of being promoted as a panacea for all problems in the agricultural sector.
This report presents the main results of the EU-funded IN-SIGHT project ‘Strengthening Innovation Processes for Growth and Development’. The authors sketched out a conceptual framework and knowledge base for a more effective European policy on innovation in agriculture and rural areas. Both conceptual framework and knowledge base are consistent with the new European agenda for agricultural and rural policy and sensitive to the diversity of the European agricultural and rural systems.
C’est en 1954 que les paysans de la Commune rurale de l’Imanan, située dans l’Ouest du Niger, ont commencé la culture de pomme de terre. There is increasing emphasis being put on the need to be 'internationally competitive'. This imperative is being driven, it is argued, by the globalization of economic and corporate life. This 'globalization' is the subject of a burgeoning academic literature. To achieve and maintain the necessary competitive edge requires companies to be innovative, technologically dynamic, and organizationally efficient - in a dynamic, not just static sense.
This publication provides a collection of papers, commentaries, expert opinions and reflections on state-of-the-art innovation systems thinking and approaches in agriculture. It is the direct output of a CTA and WUR/CoS-SIS collaboration which had its genesis in an expert consultation on ‘Innovation Systems: Towards Effective Strategies in support of Smallholder Farmers’.
Innovation systems and science and technology (S&T) projects supported by the World Bank have taken on many forms in the past several years. The Bank's involvement in industrial technology projects started in the 1970s, with Israel and Spain numbering among the first countries to receive support in the form of industrial technology development. This paper reviews the lessons learned in S&T projects that have been supported by the Bank, with an emphasis on the examples of the past decade (1989-2003).
