This guide is mainly for researchers already involved in natural resource management (NRM). It assumes some familiarity with the often complex and chaotic reality of NRM projects, and tries to provide a systematic treatment of all the issues that may need to be considered. While many issues are considered in the guide, only a subset of them have to be dealt with in any specific NRM project. This booklet will also be of interest to implementers of NRM projects, as many of the elements and strategies are common to research and implementation.
More and more, development organizations are under pressure to demonstrate that their programs result in significant and lasting changes in the well-being of their intended beneficiaries. However, such "impacts" are often the product of a confluence of events for which no single agency or group of agencies can realistically claim full credit. The purpose of this Guidance Note is to help countries to assess the quality of public spending on science, technology, and innovation (STI). It adopts a results-oriented framework, combining the consolidation of STI expenditures with the analysis of their main outputs, intermediate outcomes, and developmental impact. The framework proposes the analysis of three main sources of deficiencies: (i) program design/implementation; (ii) institutional conditions; and the (iii) composition and level of public expenditure.

This study estimates the mitigation potential of agricultural practices supported by IFAD’s current investments in agricultural development to provide guidance for the design of future IFAD investments. We use data from field studies in the scientific literature to estimate the effects of a large set of agricultural practices promoted by IFAD (and other development agencies) on soil organic carbon stocks, nitrous oxide emissions from soils, and methane emissions from rice paddies.
Agricultural water management is a vital practice in ensuring reduction, and environmental protection. After decades of successfully expanding irrigation and improving productivity, farmers and managers face an emerging crisis in the form of poorly performing irrigation schemes, slow modernization, declining investment, constrained water availability, and environmental degradation. More and better investments in agricultural water are needed.
