This brief report lays out ten theories of advocacy and policy change. It further provides examples of the way in which advocates, funders, and evaluators can use these theories in their work.
This paper is a contribution to the establishment of a new capacity development (CD) 9 strategy, a process that the Consortium Office will facilitate, with external input, during 2013. The paper explores the lessons learned from CGIAR’s experience with CD and reflects the findings of a working group that was brought together in late 2012. The objective of the paper is to identify the roles that individual and institutional CD might play in CGIAR in order to increase CGIAR’s impact on the welfare of smallholder farmers and the sustainability of their farming systems.

The USAID Bureau for Food Security (BFS) has made available this Technical Brief on USAID role in Supporting National Agricultural Research Systems. USAID has launched its Feed the Future (FTF) program, which aims to address the root causes of hunger and poverty and which recognizes the importance of agricultural research as a critical (although not sufficient) input towards the solution in the longer term. Moreover, it is an input that has been relatively under exploited.
In 2011, ICRISAT and Agro-Insight made 10 farmer-to-farmer videos on the control of striga, a parasitic weed endemic to sub-Saharan Africa. As the weed can destroy entire cereal crops, particularly on poor soils, both striga and soil fertility management need to be tackled together, hence the need to develop this comprehensive “Fighting Striga” series. The videos have been translated into 21 languages and over 50,000 copies of the “Fighting Striga” DVD have been printed, with all 10 videos on it.

Although it has been written for PROGEBE (project on ‘Sustainable management of globally significant endemic ruminant livestock of West Africa) staff at the site, national and regional levels, it is believed to have wider relevance beyond this specific project and specifically applies to projects which have a similar structure.
