This chapter proposes a network-based framework to analyze and evaluate participatory and evidence-based policy processes. Four network based performance indicators are derived by incorporating a network model of political belief formation into a political bargaining model of the Baron–Grossmann–Helpman type. The Mesoamerican Agroenvironmental Program (MAP-Norway) is a multi-dimensional rural development program implemented in Central America since 2009, working with smallholder families, producer organizations, governmental organizations, and regional governance platforms. To monitor, assess, and evaluate the effects of the program on its beneficiaries, MAP-Norway uses a series of indicators that allow project managers and donors to adapt and follow-up on the interventions.
The chapter presents a research for development program’s shift from a Logframe Approach to an outcome and results-based management oriented Monitoring, Evaluation and Learning (MEL) system. The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) is designing an impact pathway-based MEL system that combines classic indicators of process in research with innovative indicators of change. In this paper, it is reported the results of a case study of the Community Engagement (CE) strategies employed by the Africa Harvest Biotech Foundation International (AH) to introduce tissue culture banana (TCB) agricultural practices to small-hold farmers in Kenya, and their impact on the uptake of the TCB, and on the nature of the relationship between AH and the relevant community of farmers and other stakeholders.
The generation of innovations has traditionally been attributed to research organizations and the farmer’s own potential for the development of innovative solutions has largely been neglected. In this chapter, we explore the innovativeness of farmers in Upper East Ghana. To this end, we employ farmer innovation contests for the identification of local innovations. Awards such as motorcycles function as an incentive for farmers to share innovations and develop new practices.
Smartphone technology is promising for the future development of agriculture, as it can facilitate and improve many operational procedures and can also be combined with precision agriculture technologies. Yet, existing research on smartphone adoption in agriculture is scarce. Therefore, this paper empirically explores the factors influencing smartphone adoption by German farmers. The relationship between farmers, farm characteristics and smartphone adoption was analysed using a binomial logit model.
To augment youth employment, the Government of India has launched a number of skills training programs. This paper deals with participation in and the impact of one of these programs [Deen Dayal Upadhyaya Grameen Kaushal Yojana (DDUGKY)] located in rural Bihar, one of India’s poorest states. La CEPAL ha colaborado en la iniciativa La economía del cambio climático en Centroamérica (ECC CA) desde 2008 con el propósito de estimar y evidenciar los impactos de la variabilidad y del cambio climático, y propiciar la discusión sobre políticas públicas en sectores clave. Esta publicación es un resumen de los análisis de impactos potenciales del cambio climático y de las discusiones sobre opciones de políticas públicas en Guatemala generadas en el marco de la iniciativa ECC CA.
El Instituto Latinoamericano y del Caribe de Planificación Económica y Social (ILPES) de la Comisión Económica para América Latina y el Caribe (CEPAL) ha instituido un espacio periódico abierto a la interlocución con los especialistas en planificación para el desarrollo en la región, denominado Jornadas de Planificación. Entre el 17 y el 17 de mayo de 2016, estas jornadas se combinaron con el Seminario Internacional “Los Objetivos de Desarrollo Sostenible y la Construcción de Futuros para América Latina y el Caribe”.
Este estudio analiza los persistentes retos sistémicos a la promoción de la innovación en las mipymes a la luz de la capacidad de conducción del rector sectorial en materia de fomento productivo, y bajo el modelo de trabajo propuesto en la Política Nacional de Desarrollo Productivo, con la articulación al centro de su estrategia. Siguiendo criterios de racionalidad y efectividad, este modelo tiene el potencial de aumentar la capacidad de conducción y abogacía del MEIC en temas que afectan la competitividad de las mipymes y que limitan su capacidad para innovar.
