The USAID Bureau for Food Security (BFS) has made available this Technical Brief on USAID role in Supporting National Agricultural Research Systems. USAID has launched its Feed the Future (FTF) program, which aims to address the root causes of hunger and poverty and which recognizes the importance of agricultural research as a critical (although not sufficient) input towards the solution in the longer term. Moreover, it is an input that has been relatively under exploited.
Approved by TAP partners, the TAP Work Plan 2016 describes the activities to be carried out in 2016 to achieve TAP's objective of promoting more coherent and effective capacity development interventions for agricultural innovation.
The Government's Tanzania Development Vision 2025 and the Five-Year Development Plan (FYDP II) set out ambitious goals for reducing poverty and sustainably industrializing so that the country can achieve middle-income status by 2025. The government recognizes agriculture as central to realizing its objectives of socioeconomic development, which are well-articulated in the Second Agriculture Sector Development Program (ASDP II).
People, places, and production contributing the least to climate change will suffer the most. This calls for adaptation as a key climate change response. But adaptation is surrounded by problems. Finance is uncertain and fragmented, mainstreaming into development is complicated, and technical solutions often overshadow existing social relations and institutions.
Participatory action research (PAR) is an approach for fully co-creating research into environmental problems with the public. The paper argues this is mostly done for manifest environmental problems that clearly threaten livelihoods and have highly predictable impacts. But the conventional PAR approach is not suitable when the impacts are poorly understood and pose a low threat to livelihoods. Such latent environmental problems do not have a clear conflict to be resolved; instead, the community’s inertia should be overcome.
According to the authors of this paper, actual methods of scaling are rather empirical and based on the premise of ‘find out what works in one place and do more of the same, in another place’. These methods thus would not sufficiently take into account complex realities beyond the concepts of innovation transfer, dissemination, diffusion and adoption. As a consequence, scaling initiatives often do not produce the desired effect.
