Wthin the context of ARD, capacity strengthening is seen as a process of continual development, as opposed to one-off training. It enhances interaction, builds trust and creates synergy between research institutions and public and private sector actors, smallholder farmers and development organizations. Strengthening the capacities of these different actors for collaboration enables them to address a whole range of activities, investments and policies, and take advantage of opportunities to make change happen.

In 2011, the Platform for African European Partnership on Agricultural Research for Development (PAEPARD) launched the Users-led Process (ULP) to better articulate users’ needs in a multi-stakeholder research and innovation (R&I) partnership. The ULP comprises six critical steps: (1) Identification of a federating theme; (2) Desk review; (3) Introduction workshop; (4) Multi-stakeholder research question inception workshop; (5) Concept note development; (6) Full proposal development.

The nature of the issues around which Agricultural Research for Development (ARD) partnerships are formed requires a different way of conceptualizing and thinking to that commonly found in many agricultural professionals. This review studied a selection of projects from the Research Into Use (RIU) Africa portfolio: the Nyagatare maize platform in Rwanda; the cowpea platform in Kano state, Nigeria; the pork platform in Malawi, the Farm Input Promotions (FIPS) Best Bet in Kenya, and the Armyworm Best Bet in Kenya and Tanzania. For each of the selected projects, assessments were made on how it changed the capacity to innovate, the household level poverty impact, whether the intervention off ered value for money, and what were the main lessons learned.

The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.
Le document de synthèse fournit une synthèse des concepts et des principes du cadre commun développé dans le cadre de la Plate-forme pour l'agriculture tropicale (TAP). L'objectif du Cadre Commun de la TAP est de promouvoir une meilleure cohérence et un impact plus fort du renforcement des capacités (RC) en soutien aux systèmes d'innovation agricole (AIS) sous les tropiques. Développé en 2015 à travers un processus hautement participatif, il a été convenu que le Cadre devrait fournir des bases conceptuelles et des indications pratiques.
