Rwanda has experienced significant economic growth following the 1994 Genocide. This growth is attributed to the expansion of its agricultural sector, specifically farming intensification and the government’s focus on creating strong agriculture cooperatives. While Rwanda’s economic development has been impressive, many academics have argued that Rwanda’s growth comes at the cost of an authoritarian governmental regime, whose policies have too heavy a hand in the daily activities of smallholder farming.
This publication is one of four CABI briefings on climate change. The key messages in this briefing are:
• Farmers need timely, accurate, and clear advice on how to manage pest risks
• Digitally-enabled early warning systems can help farmers adapt and minimize losses
• The complex interactions between pests, plants, and the environment under future climate change scenarios need further research to determine best practices
• Scaling digital climate information services will require a sharp focus on equity and inclusion

Este documento presenta un análisis del contexto macroeconómico y sectorial y de las tendencias y perspectivas para los cultivos, la ganadería, la pesca, los bosques, el bienestar rural y las políticas públicas e institucionalidad del sector. A partir del análisis de las tendencias y las perspectivas, cada capítulo ofrece a consideración de los tomadores de decisiones una serie de recomendaciones que se considera aportarían a afrontar los retos de la dinámica económica mundial y a aprovechar las oportunidades que ofrece.
Esta edición del documento “Perspectivas de la agricultura y del desarrollo rural en las Américas (2015-2016)” se divide, de conformidad con la estructura de los cinco informes anteriores, en los siguientes cuatro capítulos:
Capítulo I: Contexto macroeconómico: Se analizan la evolución y las perspectivas de los mercados financieros y macroeconómicos, los cuales determinan el contexto en el que se desenvolverá la agricultura de las Américas.
Productivity growth in smallholder agriculture is an important driver of rural economic development and poverty reduction. However, smallholder farmers often have limited access to information, which can be a serious constraint for increasing productivity. One potential mechanism to reduce information constraints is the public agricultural extension service, but its effectiveness has often been low in the past.
Following the remarkable success of performance testing in the commercial sector, the Agricultural Research Council's Animal Improvement Institute (ARC–AII) initiated a beef cattle performance testing scheme for smallholder farmers in 1996. The scheme, which became known as Kaonafatsho ya Dikgomo (Sotho for animal improvement), has been running well in the Northern and North West Provinces and is set to spread gradually to the rest of the country.
The United States Agency for International Development (USAID) funded the Assets and Market Access Innovation Lab (AMA IL) to advance knowledge and understanding of development approaches and technologies in order to increase rural households’ ability to acquire, protect, and effectively utilize productive assets. This evaluation assessed AMA IL’s overall program performance across five themes: research quality; outreach and dissemination; policy; capacity building; program management; and future directions.
