African farming systems are highly heterogeneous: between agroecological and socioeconomic environments, in the wide variability in farmers’ resource endowments and in farm management. This means that single solutions (or ‘silver bullets’) for improving farm productivity do not exist. Yet to date few approaches to understand constraints and explore options for change have tackled the bewildering complexity of African farming systems. Extension and advisory services (EAS) play a key role in facilitating innovation processes, empowering marginalized groups through capacity development, and linking farmers with markets. EAS are increasingly provided by a range of actors and funded from diverse sources. With the broadened scope of EAS and the growing complexity of the system, the quantitative performance indicators used in the past (for example related to investment, staffing or productivity) are no longer adequate to assess the performance of EAS systems.
The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes.
