Equipping agricultural extension and advisory services with nutrition knowledge, competencies and skills is essential to promote nutrition-sensitive agriculture. This paper argues that Dutch-funded capacity development projects in developing countries for tertiary agricultural education organisations as they are currently carried out are not able to successfully achieve the sustained changes required. That is, changes in how an organisation functions, its cultural norms and rules, and also in how it interacts within wider networks. Rather, long-term institutional change is needed.

Drawing on a systematic review of over 500 documents, this study finds that, although FFS (farm field schools) projects have changed practices and raised yields in pilot projects, they have not been effective when taken to scale. The FFS approach requires a degree of facilitation and skilled facilitators, which are difficult to sustain beyond the life of the pilot programmes. FFS typically promotes better use of pesticides, which requires hands-on experience to encourage adoption. As a result, diffusion is unlikely and has rarely occurred in practice.
Many capacity development (CD) programs and processes aim at long‐term sustainable change, which depends on seeing many smaller changes in at times almost invisible fields (rules, incentives, behaviours, power, coordination etc.). Yet, most evaluation processes of CD tend to focus on short‐term outputs focused on clearly visible changes.
This paper reviews the current policies and programmes of EIARD members in relation to capacity development and makes recommendations on future directions. The main issues and recommendations will be incorporated into a policy brief in which specific policy options or guidelines will be presented. The goal of EIARDs strategy is to reduce poverty (i.e. MDGs); to promote economic growth, food security, and sustainable management of natural resources in developing & emerging economy countries and to contribute to global development issues and knowledge generation.
